국내 장애인 인권관련 연구동향 분석과 제언 = Analysis and Suggestions on Research Trends Surrounding the Rights of Persons with Disabilities in Korea

국문 초록 (Abstract)

본 연구는 장애인의 인권과 관련된 국내의 연구동향을 살펴보고자 하였다. 이를 위해 1993년부터 최근 2012년 상반기까지 장애인 인권관련 연구를 다룬 국내학술지 60개 중에서 총 95편의 논문을 분석대상으로 하여 연구 주제, 연구유형, 연구대상, 발표연도, 연구자 수의 분석기준을 가지고 접근하였다. 국내의 장애인 인권관련 연구는 연구주제가 11가지로 분류됨에도 불구하고 그 중 법률 및 정책이 71.6%를 차지하여 압도적인 우세를 보였다. 연구주제와 맞물려 연구유형 역시 6가지 범주로 분류됨에도 불구하고 그 중 문헌연구가 81.3%를 차지하였다. 장애와 관련된 다른 연구나 실제 환경적 맥락은 개별성을 제안하고 있으나 장애인 인권관련 연구의 대상은 18가지 분류 중 일반장애인이 55.8%를 차지하면서 각 장애대상을 고려하지 못하고 있었다. 그러나 이는 분명 장애인 인권에 관한 전반적 중요성을 각인시키는 데 기여했기에 반드시 회의적으로 받아들일 필요는 없으며, 다만 앞으로 인권실천현장의 대상이 보다 폭넓게 포함될 수 있도록 연구가 더욱 더 확장되어야 한다는 의미를 내포한다. 연구물의 수는 연구주제 및 연구유형의 결과에서 짐작할 수 있듯이 각종 법제의 등장과 함께 상승하는 경향을 보였고, 연구자의 수는 5가지 분류 중에서 1인 단독이 71.6%의 높은 비율을 차지하면서 다학제적인 최근 연구경향을 따라가지 못하고 있었다. 이러한 분석결과를 토대로 볼 때, 장애인 인권관련 국내연구는 이제 법률 및 제도의 비판에서 한 단계 나아가 인권교육에서부터 실천연구에 이르기까지 다양성과 조화를 추구하고 보다 체계적인 접근이 필요한 때로 판단된다.

다국어 초록 (Multilingual Abstract)

This study examines trends in research on the human rights of persons with disabilities. A total of 95 papers were culled for analysis from 60 domestic journals related to disabled rights dating from 1993 until the first half of 2012. Standards for analysis included themes of research, types of research, targets of research, publication year, and number of researchers. Although there are 11 categories of research theme related to domestic disabled rights, an overwhelming 71.6% of the content is devoted to laws and policies. Research types, also, while divided into 6 categories, were 81.3% document studies. Other disabled related research or actual environmental contexts suggested individuality, but the targets for disabled rights research were the general disabled person in 55.8% of the cases, in which no consideration was given to each disability type. However, it is not necessarily to take it skeptically as it has contributed to the stressing the general importance of the human rights of the disabled. Rather, it implies that the research has to be extended so that it can include human rights practice target to the larger extent. Number of studies, as suggested by the data for research themes and types, tended to rise together with the emergence of laws and then disappear. Number of researchers comprised 5 categories, among which single (1) researchers occupied a high ration of 71.6%, and the recent trend toward multi-disciplinary approaches were not applied. The results of the analysis show that domestic research on disabled rights needs to move forward from the existing legal and systemic critiques to more systematic approaches pursuing diversity and harmony, from rights education to practice-based studies.
