국가 수준의 유치원 평가의 접근과 적용 사례 연구 = The Development of an Evaluation Model for Kindergarten at the National Level

국문 초록 (Abstract)

본 연구에서는 1999년도에 1차적으로 개발된 유치원 평가지표와 척도를 수정·보완하여 현장 유치원에 대한 모의 평가를 실시함으로써, 국가 수준의 유치원 평가 모형을 정립하고 유치원 평가편람과 평가지표를 확정하고자 시도되었다. 유치원 평가지표(6개 영역-물리적 환경, 교육과정, 운영관리, 유아의 영양·건강·안전, 교직원, 가정 및 지역사회와의 연계, 18개 소영역, 37개 항목, 82개 세부 지표) 및 평가편람의 현장 적합성을 알아보고 유치원 평가에 대한 시사점을 도출하기 위하여 지역별, 유형별 특성을 반영한 공사립유치원 6개원을 모의평가 한 결과, 평가지표 및 편람의 현장 적용 가능성을 확인할 수 있었다. 또한 유치원 평가의 목적과 의미에 대한 전반적인 인식 전환이 필요하고, 관찰, 면담, 각종 서류 검토 등 다양한 방식으로 평가 자료가 수집되어야 하며, 적절한 평가 시기 선정, 평가 준비 및 평가단의 자료 검토 기간이 충분하게 주어져 평가가 효율적으로 실시되어야 할 것으로 제안되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to develop an evaluation model, criteria and manual for kindergartens at the national-level. After modifying kindergarten evaluation criteria and scales developed in 1999, we wrote a kindergarten evaluation manual according to the national-level evaluation system and model. We pretested the suitability of our evaluation model in 6 private and public kindergartens selected by considering characteristics of local regions and management types. Through this pretesting process, we monitored suitability and uncovered problematic issues in current kindergarten evaluations. Two important findings emerged: one is that the overall recognition of teachers and managers of kindergartens toward the ultimate goals of the evaluation should be changed. The second is that kindergarten evaluation can be carried out by using a variety of ways such as observation, interviews, and related document reviewing. For an appropriate evaluation process, suitable time for evaluation, preparation time of kindergartens, check-up time to the faculties are required. Evaluation results should be relayed to the kindergarten involved not only so that improvements can be instigated, but so kindergarten personnel can become aware of the merit in changing.
