Creativity is recognized as an essential element of human resource development in the 21st century of knowledge-based society and many countries around the world have made educational efforts to develop students' creativity through school education. This research attempts to review theoretical background of definition and elements of creativity and to develop teaching and learning strategies and models for fostering creativity in schools. In particular, the research discusses the goals of science education in the 21st century and proposes meanings of scientific creativity which students would enhance during their science classrooms.
