한국의 국가적 반부패 시스템의 진화 과정과 성과에 대한 고찰 = On the Evolution of Korean National Integrity System and Its Performance

다국어 초록 (Multilingual Abstract)

Korean national integrity system has been systemized by the Prevention of Corruption Act of 2001. In the process of legislation, many kinds of NGOs have campaigned for the enaction of Anti-Corruption Law. Despite the intense opposition of counter legislation coalition composed of the existing inspection agencies and politicians, this institutional change was made possible by breaking the balance of power between social power groups. KICAC(Korea Independent Commission Against Corruption, renamed as Anti-Corruption & Civil Right Commission in 2008) has achieved magnificent results in building anti- corruption infrastructures and improving government integrity. But owing to institutional limitations such as the lack of right to investigate and curb by the existing inspection agencies, KICAC has not contributed to constrict power-related corruption. In other to fight increasing corruption, it would be necessary to build an independent investigative agency with authority to inspect the existing inspection agencies. And there should be an effort to provide an institutional strategy to avoid the conflict of interest and to eradicate the wrongdoing of privileges for one`s former post.
