This study has sought to propose the policy that is adequate to avoid the poverty crisis both in the current and future old-age generation. Korea has been trying to establish a multi-pillar pension system through several rigorous pension reforms. Nowaday we have a multi-pillar pension system at least formally and can expect to be financially sound in the long term. But neither public pension nor private pension would play a sufficient role for avoiding the old-age poverty crisis, because of their lack in coverage. Therefore Korea has to make more effort to expand the coverage of both the public and private pension scheme. The pension reforms of advanced countries analysed here show that both goals of financial and social sustainability in a adequate way should be taken into consideration. Multi-pillar pension system does not mean solely to make pension scheme financially sound, but also to improve adequacy of old-age security. Hence this study is suggesting several policies focusing on the latter.
