Kingdon의 정책 창 모형에 의한 비축임대주택 정책의 갈등관계분석 및 평가

국문 초록 (Abstract)

본 연구는 2006년말 주택가격의 폭등을 계기로 주택문제가 초미의 사회적 관심사가 되면서 정치권내에서 정책대안을 선점하기 위한 경쟁이 첨예했던 상황을 연구의 배경으로 한다. 정부는 1.31대책을 통하여 비축임대주택정책을 추진하였는데 이러한 비축 임대주택정책의 형성 및 갈등의 전개과정을 Kingdon의 "Policy Window" 이론에 의거 정책문제의 흐름 정치적 흐름 정책대안의 흐름이라는 틀을 구축 참여자와 이해관계자별 주요쟁점 및 갈등양태를 기술적 분석관점에서 논의 하였다.
본 연구는 비축임대주택 정책의제설정과 정책갈등 전개과정에 대한 분석을 통해 우리나라에서 주택공급 및 임대주택을 둘러싼 주요 정책적 대립점이 어디에 있었으며 어떠한 계기를 통해 Kingdon이 말하는'정책의 창'이 비로소 열릴 수 있었는지 그리고 어떠한 연유로 정책의제로서의 지위를 박탈당할 수 있는지를 분석함으로써 향후 우리나라 임대주택정책의 형성과정에 있어 중요한 정책적 지견(知見)을 제공하는데 본 연구의 목적이 있다.

다국어 초록 (Multilingual Abstract)

The background of this study is situation of sharp competition for preoccupancy of policy alternatives within political circles as housing problem became a urgent political and social concerns with housing prices skyrocketed in end of 2006 as a momentum .Each Key issues and conflicts aspects of participant and stakeholder in process of formation and evolution of the conflict of reserve rental housing policies which was promoted by government through 1.31 measures was analyzed comprehensively and in-depth in accordance with Kingdon's "Policy Window" theory focusing on the stream of policy issues politics and policy alternatives.
First organized the existing issues surrounding Rental Housing Policy in Korea second examined the political and economic situation in around 2007. Based on these arranged purpose and fundamental problem of reserve rental housing policy resulting from 1.31 measures. In process of formation and evolution of the conflict of reserve rental housing policies government rental housing reserve plan and what about the policy conflict surrounding amendments to the Rental Housing Act to support these policies was analyzed comprehensively and in-depth focusing on each issue and participant's position and how to adjust the process to go through the policy conflicts coming from the differences in participant's position was also investigated.
Reserve rental housing policy pursued by 1.31 Measures have limitation to evaluate the policy itself aspect of becoming a failed policy that law amendment was not made. However this policy was evaluated ex-post fact from aspects of rationality of policy purpose propriety of policy alternatives and adjustment of policy formation and conflict limit to formation and conflict of policy ,adjusting process and respective questions of this study were answered in conclusion.
