이주민소수자 정책의 정향과 정체성 = The orientation and identity of the policies toward ethnic minorities -Focus on the policies toward migrant workers and married immigrant women-

국문 초록 (Abstract)

본 연구는 다문화사회의 이주민 소수자집단인 이주노동자와 결혼이주여성-이주의 역사와 사회적 의미, 이주민의 규모 등을 고려할 때 대표적인 이주민 소수자집단으로서-에 관한 정책의 현황과 정향성을 이론적으로 검토하고, 전문가집단에 대한 설문조사를 토대로 한국 이주민소수자정책의 정향과 정체성을 파악하였다. 조사 결과, 한국의 이주민소수자정책은 다문화주의정책이 아닌 사회통합을 달성하기 위한 동화주의정책이고, 정책대상에 따른 차별배제적이고 선별적인 정책으로 평가할 수 있다. 특히 결혼이주여성정책은 형식적인 평등을 보장하고 있으나, 이주노동자정책은 차별적인 단계에 머물러있는 것으로 나타났다.

This paper aims to review current status of the policies toward migrant workers and married immigrant women, and analyze the orientation and identity of the policies toward ethnic minorities. To accomplish this, this study collected its data through surveys with various experts. The results show that ethnic minority policy in Korea is not a multicultural model but an assimilationist model to achieve social integration. And this can be evaluated as a difference exclusionary model according to the type of the policy target. Especially, the policy for married immigrant women is to ensure formal equality, but the policy toward migrant worker remains on the level of discrimination.
