Social enterprise has been seen as constituting social economy model. However, the case in Korea raises dispute over whether social enterprise belongs to the category of social economy, because the social enterprise policy in Korea is led by the strong governmental design and intervention. This paper applies the well-known Defourny’s framework of investigating social enterprise. The author argues that the Korean social enterprise policy is not appropriate example in generalizing that social enterprise constitutes social economy model.
