    The purpose of this study is to review meanings of social enterprise from perspectives of publicness, and to investigate the actual conditions of social enterprise in Korea. As a result, this study suggest the following possible options for improving social enterprise policy in Korea. First, the government should have a policy orientation in the viewpoint of Social Economy. Second, it is necessary to develop diverse financial sources out of government. Third, it is necessary to ensure the sustainability through of local governance systems.
