연구논문 : 협력 거버넌스 모형의 구축과 적용: 경주 방폐장 선정 과정의 분석 = An Application of Collaborative Governance Model in the Nuclear Waste Siting Processes of Gyungju

국문 초록 (Abstract)

본 연구에서는 19년을 끌어온 방폐장 부지 선정이라는 국책사업의 종결을 이끌어낸 경주 방폐장 선정 과정을 협력 거버넌스 모형을 가지고 분석하였다. 이모형은 기존의 정책 네트워크 이론과 조직간 협력 거버넌스 이론이 통합된 모형으로 상황 요인, 거버넌스 구조, 협력 리더십, 신뢰의 협력 문화, 그리고 영향과 효과로 구성되어 있다. 상황요인이 협력 거버넌스 구조, 협력 리더십, 그리고 신뢰의 협력 문화에 영향을 주고 이러한 세 가지 변수는 상호 영향을 주고 개별적으로 그리고 또한 상호 작용 하면서 결과 변수인 영향과 효과에 영향을 준다는 것이다. 본 연구에서 협력 거버넌스 모형이 갈등으로 점철되어 왔던 방폐장 선정 과정을 해결하는데 규범적 모델로서의 한계를 가지기는 하였으나 방폐장 선정 과정이 얼마나 비민주적으로 이루어졌는지 그리고 비협력적이고 숙의적이지 못한지를 설명하는데 유효하였다. 일부 변수간의 인과관계에 대한 상당한 증거들이 발견되었다. 가장 주목할 인과 관계는 부안 사태의 학습 효과가 매개 변수인 거버넌스 구조의 개발에 영향을 주었고 이 거버넌스 구조 변수는 리더십과 문화 그리고 최종 결과 변수인 영향과 효과 변수에 상당한 영향력을 주었다는 것이다. 토대 연구의 특성상 학습효과라는 상황변수, 그리고 정부 간 네트워크의 범주가 본 연구를 통하여 드러났다. 마지막으로 연구의 시사점이 논의되었다.

다국어 초록 (Multilingual Abstract)

This study tried to examine the siting processes of low and medium level nuclear waste storage facility, with the city of Gyungju chosen as the site after 19 years of frustrated failures after failures by authoritarian decision-making processes dominated by the government. An integrated theoretical model of policy network and inter-organizational relationships which includes a series of linear factors such as contextual factors, mediating factors(govemance structure, collaborative leadership, trusting culture), and outcome variable of benefits of collaboration was used for assessing the decision-making processes of the facility. A considerable amount of evidence was found to validate the causal relationships in the model. Though the model used in this study demonstrated a certain limitation of cultural transitivity to explain the decide-and-defend style of authoritarian making processes in Korea, the mechanism of how a nimby project was turned into a pimpy project was revealed in this study. Finally, implications of this study were discussed.
