방송작가 고용 안정화를 위한 정책 방안에 대한 연구: 방송작가의 고용 및 계약 형태에 대한 실태조사를 중심으로 = Exploring the Policies for Television Screenwriters` Employment Stabilization: Survey on Screenwriters` Current Status of Employment and Labor Contract

This study tried to explore effective policies to secure television screenwriters` employment stabilization by using the survey results of the television screenwriters` employment status and working conditions. An online survey has been conducted toward television screenwriters who are currently working on television. A total of 494 screenwriters answered a series of questions especially about employment types, written contract, experience of layoff, unpaid wages, and major insurances such as workmen`s compensation insurance, labor insurance, health insurance, and employment insurance. As results, television screenwriters have rarely a written labor contract even if most of them are employed as a voucher who gets his or her wages out of the total budget of production per program unit. The absence of the written contract undermines the screenwriters employment stability and gives rise to several problems such as subordination to employer, overdue wage, and unpaid wage. Besides, only 10% of screenwriters who responded to survey questions have the major four insurances covered by their employers, which tells us that screenwriters are outside of social safety net. We suggest several policies to secure television screenwriters` employment stabilization and living condition, such as mandatory written contract, securing social insurances and minimum cost of living for the contingent or part-time worker such as screenwriters. Without solving the problem of screenwriters` employment instability there would be no competent future screenwriters entering into the television industry which could result in the poor quality of television program.
