    After the implementation of local autonomy system, almost local government has been paid attention to tourism section for the promotion of which increasing local finance and further development of local economy and society. In difference with under the control of central government, the local government has been considered culture in connection with tourism, as a result cultural tourism products were invented eagerly.
    This study presents the factors of successful tourism product development, with a case study of Sodaemun Prison Historical Annex.
    In addition to, the factors are categorized to a viewpoint of financial, operational viewpoint, marketing viewpoint and regional viewpoint of which has been affected the local government.
