The purpose of this study was to examine the effect of ICT in Korea elementary education on the transformation of teaching and learning culture as part of school culture. A conceptual framework for teaching and learning culture related to ICT in education consists of new teaching and learning practices and teachers and students` perceived own identities and beliefs. Mixed methods research was adopted to deeply understand the phenomena of ICT in education and their effect for teaching and learning cultural transformation. Findings indicated that teaching and learning culture of elementary education both changed and did not change through ICT use. Teachers` integration of ICT into their school life and diverse resources for educational content through educational websites are the examples of transformation of school culture driven by ICT use. On the other hand, various assessment methods and student-centered learning were not reported as the cultural transformation by ICT use. The transformation of teachers and students` identities and beliefs also indicated mixed results. Most teachers and students considered teacher-centered lecture to be the most important than others while some indicated a conflict between the traditional and new identities. Participation in teachers` online professional communities was one of the visible changes driven by ICT in education. Based on these findings, several suggestions for both practice and research are provided.
