In web-based learning environments, learners can accomplish tasks and develop their un-derstanding beyond what could be achieved alone through interaction with others. Learner support strategies are critical to support the effective interaction of learners in web-based instruction. The purpose of this study is to present three essential elements: interaction, awareness and motivation that support the effective interaction of learners. This paper focuses on the investigation of strategies tutors can apply based on these elements, and how such strate-gies can be applied to a web-based course. Tutor strategies include motivating learners, encouraging interaction, participating in dis-cussions, providing real examples, and aiding further research. Firstly, at the beginning stage of learning, tutor suggest mapping student group, supply basic. Secondly, at the active interaction stage of information for leamingleaming, tutor actively participate the discussion with other students. Thirdly, at the ending stage of learning, tutor suggest the real examples and give them opportunities to contact with other expertise. Based on the case study, three suggestions can be reached. First, a clear concept of tutor is needed by the learner, instructor, course manager and instruction designer. Second, in web- based instruction, mixed mode materials are necessary such as printed materials, CD-ROMs, Video and audio tapes. Single mode materials are in-sufficient. Thirdly, the confidence of the tutor between the instructor and the learner, and between the learner and learners should be built.
