Due to Profound social changes such as the arrival of the information society and transition into the knowledge- based economy, there have been increasing demands for the new type of education which helps to enhance the ability of obtaining, creating and utilizing various knowledge and related technologies. The main aim of this paper is to discuss the characteristics, expected effects, and ways of utilizing the project- based learning approach using the Internet(NetPBL). As the results of the analysis on the characteristics and effects of the NetPBL indicate, the NetPBL has many potential merits in the sense that this educational approach helps to enhance the capabilities required in the information society. In spite of such potential merits, little is known on how to implement the method in a class room. On this point, this paper attempts to classify the types of learning activities which utilize the NetPBL. The classification of activities is made in 9 types as follows : keypals, mentoring, use of resources, cooperative learning, publishing, survey and data analysis, cooperative problem solving, simulation, and social action. In addition, this paper distinguishes four steps (i.e. goal s election, plan, pursuit and closure) for the utilization of the NetPBL and suggests detailed instructional strategies for each step.
