외국인 정책의 사회적 형성에 관한 연구 -결혼이주자와 외국인근로자의 사례를 중심으로- = The Impact of Public Policy on Social Construction of Foreigners: Comparative Case Study of Foreign Workers and Marriage Immigrants

Applying social construction theory, this study purposed to explore the impact of public policy and social events on social construction of foreigners, especially colored persons, who reside in Korea. First, this study explored historical contexts in which negative social construction of foreigners have been cumulated since the establishment of Korea. On the basis of this, the study selected two foreigner groups, foreign workers and marriage immigrants, as a target population to investigate changes in social construction through the past decade. Although two groups were introduced in similar period and reasons, their respective social constructions walked different paths because social events as well as government policies to the two groups were different. Though marriage immigrants began as a deviant group, they seemed to move to a dependent group with a help of diverse policies from public agencies. On the contrary, foreign workers have kept classified as a deviant group. These difference can be explained by several causes such as voting power of the group, their social status, and their relations with other policy actors.
