사회복지전문직의 원인론(etiology) 분석과 정체성에 관한 연구

국문 초록 (Abstract)

본 연구는 사회복지전문직이 갖는 원인론을 분석하고, 이를 통해 전문직의 정체성을 규명해보려는 것이다. 급격한 변화를 겪고 있는 사회복지서비스 분야에서, 사회복지전문직의 정체성과 원인론을 확인하는 문제는 중요하다. 휴먼서비스 분야에서의 긴축(cutback)과 책임성 강화, 영리 부문의 참여 허용, 경쟁을 통한 서비스 구매(POS) 전략의 도입, 수행성과(performance outcome) 제도의 도입 등과 같은 변화는, 휴먼서비스 분야의 제반 전문직들 간의 심화된 경쟁을 예고한다. 이에 적절히 대응하기 위해서는 사회복지전문직의 정체성(identity)을 공고히 하는 것이 필요하며, 이를 위해서는 전문직의 원인론(etiology)을 명확히 규명하는 노력이 선행될 필요가 있다. 이제까지 많은 연구들이 사회복지전문직의 전문성 강화를 주장해왔으나, 사회복지전문직의 고유한 원인론을 통해 전문적 정체성을 확인하는 시도는 부재해왔다. 본 연구는 사회복지전문직이 가지는 원인론을 경험적으로 확인하기 위해 2차 자료들을 사용했다. 지역사회복지계획 수립을 위해 실시되었던 공급자 서베이 자료와 최근의 프로그램 연구 자료를 분석해서, 사회복지전문직이 갖는 원인론을 규명해 보았다. 분석의 결과, 사회복지전문직은 적어도 이념형(ideal type)적으로는 탄력적이고 포괄적인 원인론을 보유하고 있는 것으로 파악되었다. 그러나, 현실적으로 프로그램화되어 나타나는 원인론의 적용은 이와 큰 차이를 두고 나타났다. 전문직 내부 변이(variation)에 대한 분석을 통해서는, 사회복지사들이 드러내는 원인론의 변이는 성별이나 경력, 직급 등과 같은 개인별 변수들보다는 소속 기관의 특성(조직 변수)에 의해 영향을 받는 것이 발견되었다. 이는 조직적 전문직(organizational profession)으로서의 사회복지전문직의 특성을 나타내는 결과이고, 이에 따른 함의를 적절히 고려할 필요가 있음을 제시한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to verify what social work professionals conceive as the community problems, their causes, and what are their intervention strategies actually appeared in the programs. All of these questions are related to the professional etiology issue. Recent developments in social service field urge social work profession to prepare for building capacity in the area of planning. Among them are cutback environments and increased accountability, performance-based funding and management requests, increased use of POS method in public-private relation, and incoming of for-profit organizations in the human service market. For the profession to answer these requests, it must be assured of what is called 'professional identity'. Professional identity is closely related to professional etiology issue. This study analyze the professional etiology that social workers have, using a secondary empirical survey data gathered for identifying provider preferences in local human service setting. The results show mainly two things. First, social workers utilize multiple etiology combination for the respective areas, which means a healthy sign for the profession. This fact, though, may not prove that the social workers will use those actually in their practice situations. Second, differences in etiology found among social workers could not be explained by individual differences of gender, career length, and job position, but rather by the difference of employing organizations. These facts give considerable amount of implications for social work profession, including suggestions for strengthening professional identity and building the planning capacity.
