중소기업 혁신역량 진단 및 평가 지표의 국내외 활용사례

국문 초록 (Abstract)

현재 우리나라에서 도입하고 있는 혁신형 중소기업 인증평가제도의 실효성에 대한 비판적인 견해들이 제기되고 있어 혁신역량에 대한 진단, 인증, 평가 체계의 개선이 필요한 상황이다. 이에 본 연구는 우리나라의 혁신역량 진단 및 평가시스템과 해외 주요국의 중소기업 혁신역량 진단평가 시스템에 대한 사례연구를 토대로, 우리나라의 혁신역량 진단 및 평가 시스템의 개선방안을 도출하고자 하였다. 살펴본 결과 우리나라의 이노비즈 평가지표와 경영혁신형 중소기업 인증제도는 정부의 기본방침으로 자리매김을 하고 있지만 몇몇 문제점을 안고 있음을 알 수 있다. 첫째, 기술혁신역량과 시스템적 요소에 초점을 맞추고 있기 때문에 중소기업 경영자의 비전과 전략, 성공의지, 리더십 역량, 핵심인재의 보유수준 등이 경영성과에 더 큰 영향을 줄 수 있다는 가능성을 간과하고 있으며, 둘째, 평가사항별 세부사항들이 너무 많기 때문에 몇 부분의 항목으로 경쟁적 위치에 놓여 있는 중소기업에겐 전체적 평가에서 불이익을 당할 수 있을 뿐만 아니라 평가의 타당성 면에서도 문제가 제기될 가능성이 높다. 마지막으로, 평가항목별 분류와 점수 계산을 통해 인증수여여부를 결정하기 때문에, 본 연구의 여타 선진국 평가시스템이 자가진단과 더불어 자기가 속해 있는 점수군의 개선을 위해 나아가야 할 방향을 제시하고 있는 것과는 비교되었다. 서구 선진국에 비해 시기적으로 뒤늦은 감이 있지만 위에서 중소기업 혁신역량 진단 및 평가의 기본취지를 달성하고 좀 더 효율적으로 활용되기 위해서는 제시된 평가체계의 개선사항에 대한 충분한 고려가 필요한 것이다.

다국어 초록 (Multilingual Abstract)

This study examines current certification and evaluation program on innovative small and medium enterprises(SMEs), analyzing international and domestic cases of diagnosis and evaluation system. Although Innobiz' evaluation indicator has made its mark as a basic governmental policy in Korea, some issues still remain. First, it mainly focuses on technological innovation capability and other systematic factors, then overlooks entrepreneurial vision and strategies, leadership capability and possession level of skilled labor force. Second, too many details per evaluation indicator may not only be disadvantageous to competitive SMEs but also cause problems of validity in evaluation itself. Finally, as it grants a certification through classification per evaluation indicator, it fails to suggest ways that certain SME can self-diagnose and improve in its own classification group like those in other developed nations. Much consideration is needed on suggested improvements of the evaluation system in order to accomplish basic goals of diagnosis and evaluation of innovative capability of SMEs.
