국민연금의 갈등구조에 관한 분석

국문 초록 (Abstract)

국민연금은 기금의 축적을 강조하는 경제적 성격과 소득배분기능인 복지적 성격이 혼재하고 있다. 이 축적과 배분은 갈등 구조로서 상호 대립하기 쉽다. 따라서 연금이 합의된 강제성 확립을 통해 제도의 지속성을 확보하기 위해서는 이 갈등구조를 가입자의 복지에 기여하도록 활용하는 것이 매우 중요하다. 이 글은 국민연금의 갈등구조와 제도의 정체성간의 영향을 알아보기 위해 정책형성과 법 개정과정을 분석하였다. 그 결과, 국민연금은 권위주의 정권하에서 경제 부처가 짠 기본틀에 따라 형성되었기 때문에 경제적 목적(시장원리)이 강조되었고, 이는 선별적 가입 적용과 소득비례형인 급여구조의 확대로 이어졌다. 반면 복지적 목적과 상통하는 소득재분배의 적용, 사회적 위험의 보호, 복지사업 등은 상대적으로 약하게 발달 전개되어 왔다. 특히 경제와 복지 성격을 동시에 갖고 있는 중성적 규정들은 정권의 목적과 주체에 따라 달리 이용되는 특성이 있다. 즉 하향식 가입자 확대방식과 병급조정, 가급연금액 등은 정치적 선택에 여전히 좌우된다. 따라서 국민연금이 복지제도로서 정체성을 확립하기 위해서는 복지친화적인 정책 주체와 법 개정의 일관성을 확보하는 한편 중성적 규정의 복지제도로서 활용이 중시되어야 한다.

다국어 초록 (Multilingual Abstract)

The National Pension system coexisted with the accumulated function and income distributional function. These structure are apt to mutual confrontation. Therefore, it is very important that these conflict structure devoted to Insured Person's welfare needs for pension's continuance through voluntary coercion. This study analyzes policy making process and the revision process of national pension's law about their impact to pension's identity. On the basis of this analysis, National Pension's purpose is focused on the accumulation of capital because economical government made pension institution in response to authoritarian policy system and economic policy purpose, it is selected coverage and earning-related benefit. Especially, neutralized pension programs have developed government purpose and law making process. In other words, neutral pension programs, for example top-down universalism, the Adjustment of Concurrent Benefits, APA(Additional Pension Amount) are dependent on political choice. To establish welfare identity, welfare consistency in the policy subject and law revision should be ensured. Also, neutralized pension programs must consider welfare appropriation.
