The purpose of this study is to show how to apply to social study the education of creativity and characters & virtues which is supposed to be introduced to the 2009 revised education curriculum. For this purpose, the development team for the teaching model of social studies based on creativity and characters & virtues has developed it, focusing on the educational elements of creativity and characters & virtues by the general team of creativity and characters & virtues. During this process, the team has selected the proper unit which can apply to the elements of creativity and characters & virtues, and developed a teaching model adapting the experience activities and the experience activities for participation in society. The teaching plan of social studies based on creativity and characters & virtues achieved by this study has the following features and considerations. First, it is necessary to develop and apply a teaching plan proper for the unit when a teaching plan of social studies is designed. Secondly, the differences from the past lessons are that the elements of creativity and characters & virtues should be considered from the beginning in preparing the teaching plan and that the elements of creativity and of characters & virtues should be stated clearly in the lesson objectives in advance. Thirdly, it will be much easier to design the lesson using the creativity techniques developed already. Fourthly, a lesson designed and proceeded by students themselves is advisable, rather than a lesson led by a teacher, which is a classical type of a lesson so far. Lastly, the success of a lesson with creativity and characters & virtues depends on continuous study and devotion of teachers from now on even if there were many trials and errors during the development of this newly introduced teaching model which researchers had had no interest in.
