외국인 환자 유치활성화 투자정책의 경제적 파급효과분석 : 의료관광산업을 중심으로 = Analyses on the Economic Effects of Investment Policy for Invigoration of the Attraction of Foreign Patients - As the Core of Medical Tourism Industry

국문 초록 (Abstract)

최근 외국인환자 유치·알선 행위를 허용하는 의료법 개정(2009.5) 등에 힘입어, 관련 의료시설의 확충과 의료서비스 개선 사업이 적극적으로 진행되고 있다.
이 연구에서는 의료법 개정(2009.5)에 기초하여 외국인환자 유치활성화 정책의 효과를 산업연관분석을 통해 계량적으로 추정해 봄으로써 향후 외국인 환자 의료서비스 확대 정책을 통한 의료관광산업의 활성화를 위한 정책적 함의와 판단근거를 제공하고자 한다. 특히 기존의 연구에서 주로 사용한 통합대 분류(28개부문) 방식과는 달리 통합소분류(168개부문) 방식을 1차 분석대상 자료로 사용하였으며, 구체적으로는 의료관광산업을 부문통합한 154개 부문 산업연관표를 재작성하여 분석하였다.
분석수단은 산업별 각종 유발효과(생산, 부가가치, 피용자보수, 영업잉여, 생산세, 수입, 고용, 취업) 및 전·후방연관효과, 그리고 자체산업 및 타산업 효과로 나누어 각각 비교·분석하는 방법을 사용하였다. 분석결과에 따르면, 의료관광산업은 부가가치, 피용자보수, 영업잉여, 생산세 등 주요 거시경제변수에 직·간접적으로 미치는 경제적 파급효과가 매우 큰 것으로 나타났으며, 아울러 전방연관효과가 크고 타산업에 비해 자체산업효과가 매우 큰 것으로 나타났다.

Considering that the expansion of medical facilities and improvements to the medical services has been going actively by the revision of medical law(2009.5) which permits the actions for arrangement and attraction of foreign patients.
This paper attempts to estimate the effects of invigoration of attraction of foreign patients through the Input-Output analysis, thereby offering the politic implication and reference of decision-making for invigoration of the medical tourism industry which is carried out through a policy that expands the medical service for foreign
Especially, instead of 28*28 Sector Tables which was being used in the existing research, 168*168 Sector Tables was used as the first analysis tool. Besides, this study analyzes the medical tourism industry by recompiling 154 fields of the Input-Output Table in a material way.
The main analysis tools of this study is comparing and analyzing backward and forward linkage effect, the induced effect of the self medical tourism industry and other industries and the induced coefficients such as products, value-added, employee's pay, sales surplus, imports and employment.
According to the result of analysis, the medical tourism industry has great Economic Impacts which indirectly and directly affects the major macroeconomic factors such as value-added, employee's pay, sales surplus, and product tax and forward linkage effect and the induced effects of the self medical tourism industry are significant compared to other industries.
