장애인 복지기관의 BSC 성과평가모형 개발에 관한 연구 : AHP 기법을 중심으로 = A Study on the Development of Performance Evaluation Model of the Disabled Welfare Institutions Using BSC and AHP

국문 초록 (Abstract)

본 연구는 장애인 복지기관의 성과측정을 위한 성과평가모형 개발에 목적이 있다. 이를 위해 BSC를 적용하여 장애인 복지기관의 성과평가모형을 제안하고, 모형을 구성하는 다섯 개의 평가관점과 각 관점별 핵심성공요인 17개, 핵심성과지표 38개를 도출하였다. BSC 구축시 가중치 선정문제에 대해 합리성을 부여하고자 AHP 기법을 활용하여 성과평가모형의 상대적 중요도를 평가하고 각 관점별 성과평가지표의 우선순위를 점검하였다. 분석결과 전문가들은 고객관점의 성취도를 가장 높게 평가하였고, 복지서비스 관점, 내부 프로세스 관점, 복지역량 관점, 자원관점 순으로 중요도가 산출되었다. 본 연구는 장애인 복지기관의 성과관점, 핵심성공요인, 그리고 핵심성과지표들에 대한 상대적 가중치를 도출하여 바람직한 성과측정이 가능한 모형을 제시하였다는 점에 연구의 의의를 찾을 수 있을 것이며, 지속적으로 발전하고 있는 장애인 복지기관의 서비스 품질향상을 위한 기초자료를 제공할 수 있을 것이다. 또한 향후 도출된 성과평가모형을 실제 복지기관에 적용시켜 검증해 봄으로써 유용성을 가시화할 수 있을 것이다.

This study aims to conduct research on the development of BSC performance evaluation model which considered the characteristics of nonprofit disabled welfare institutions by using AHP. This study has drawn five performance perspectives, customer perspective, welfare service perspective, internal process perspective, welfare capacity perspective, and resource perspective on the basis of the existing study of balanced performance measurement. we developed 17 critical success factors and 38 key performance indicators through a delphi method. As the results of the relative importance of perspectives and indicators from the professional's viewpoint using AHP, customer perspective is the most important of all performance perspectives in the disabled welfare institutions followed by welfare service perspective, internal process perspective, welfare capacity perspective, and resource perspective. The performance evaluation model for disabled welfare institutions proposed in this paper will provide basic information for quality improvement of disabled welfare institutions under development.
