도박문제에 대한 치료ㆍ감독기관 활동의 활성화에 관한 연구 = A Study on Treatment and Observation of Regulatory Activities for Problem Gambling and Gambling Addiction

Currently, prosecutors, police, Problem Gambling industries, government agencies, such as Integrated Supervisory Commission and the Poison Control Center, U Can centers and private institutions, such as Problem Gambling have been various efforts to solve the problem.
Police and prosecutors are investigating Problem Gambling and Problem Gambling-related crime, criminal Problem Gambling industry consolidation on the Board of Supervisors in the prevention of crime and Problem Gambling addicted Problem Gambling by social problems.

국문 초록 (Abstract)

도박은 그리스, 로마 시대에도 있었다는 기록이 있을 만큼 오래된 인간의 놀이이다, 그러나 이러한 도박이 스트레스 해소를 위한 놀이에만 국한되었다면 참 좋았을 것이지만, 안타깝게도 현재는 도박으로 인하여 납치, 살인과 같이 중(重)범죄가 증가하는 등 악영향을 미치고 있다.
특히, 2000년을 기점으로 사회의 급격한 정보화의 부정적인 산물인 인터넷 도박 사이트의 발생 및 증가로 인해 과거 1980년대ㆍ1990년대에 비해 도박범죄 및 관련범죄가 급증하는 등 사회 문제로 비화되었다.
현재 우리나라에서는 도박에 의한 범죄 및 도박범죄에 대해 검찰, 경찰, 사행산업통합감독위원회와 같은 정부기관 및 중독관리센터, 유캔센터 등과 같은 민간기관에서 도박범죄 및 도박중독으로 인한 문제 해결을 위해 다양한 노력을 실시하고 있다.
경찰 및 검찰의 경우 도박범죄 및 도박과 관련된 범죄에 대해서 처벌 및 수사하는 업무를 실시하고 있으며, 사행산업통합감독위원회에서는 도박범죄 및 도박중독으로 인한 사회문제를 예방하는 업무를 실시하고 있다.
민간기관인 중독관리센터와 유캔센터 등은 강원랜드 및 한국마사회에서 도박으로 발생하는 문제에 대해서 민간환원적 입장에서 도박으로 인한 사회문제 해결 및 도박중독 예방 및 치료업무를 지원하고 있다.
그러나 아직 도박과 관련된 범죄 및 도박중독과 같은 문제 해결을 위한 활동은 도박관련 선진국인 미국, 영국에 비해서는 여전히 제도적, 사회적으로 부족하다.
따라서 현재 도박에 의한 범죄를 비롯하여 도박범죄에 대한 해결방안으로 외국의 선진사례를 바탕으로 하여 우리나라 정부기관의 문제점으로 지적된 업무의 재분장, 전문화에 대한 개선점을 제안하고, 민간기관의 지원방안에 대하여 살펴보고, 도박문제에 해결을 위해 사회환경적 입장에서 해결방안을 살펴보았다.
