현대 비정규전 개념 범주에 관한 고찰 = A Study on Category of the Concept of Irregular Warfare Today

Taliban and Al-Qaeda, since they were decisively defeated in conventional warfare against USA right after 9/11 terror, are going back toward previous form of warfare, in which they had succeeded against ex-USSR 30 years ago. For a while, american forces have accomplished considerable outcomes with concentration on RMA and military transformation. Enemies that can not be effective on conventional means, have maintained its existence and expanded scope of their activities, relying on their capacities to bring out irregular warfare and tactics. In regarding to irregular warfare, there are number of similar types of conflicts and violences, but no definition of general consensus, yet. Among irregular warfare activities recently appeared, Al-Qaeda activities of transnational types have been brought to the fore. Their activities are in forms of so called ``4th generation warfare``, which aims at change of adversary`s political will by ensuing full utilization of their network. There is another concept of irregular warfare that has attracted attention-called ``Hybrid War``-that includes various execution subjects and simultaneous outbreak of different types of warfares within same battle space. Thus, irregular warfare as described, continues to evolve by complementing and developing its concept in time, with minor differences in subjects, means and time. Detailed operations and activities which are dealt within irregular warfare are: insurgency, terrorism, unconventional warfare, stability operation, information operation, psychological operation, civil-military operation, and etc. Most of these activities are within definition of stability operations, which were derived from MOOTW(military operations other than war). Thus irregular warfare concept should be explained in comprehensive concept, which puts together its activities and operations, including stability operations as its main concept. For the future to come, we can not be certain of how the concepts of irregular warfare, its operations and activities will change and develop. Yet the concept development comprehending all types of war and operation forms should be taken into consideration. Looking at the trend of concept development like transforming transformation, 4th generation warfare and the hybrid war, irregular warfare seems more likely to develop into something that comprehend regular warfare, irregular warfare, major operation and stability operation, and also toward the direction where mutual organic relation would be accounted more considerably.
