중학생의 방과후학교 참여가 사교육 수요에 미치는 영향 = The Effects of Afterschool Program Participation on Shadow Education Demand at the Lower Secondary Level in South Korea

다국어 초록 (Multilingual Abstract)

This study assesses the effects of afterschool program participation on demand for shadow education at the lower secondary level in South Korea, using data from the Korean Education Longitudinal Survey (KELS) tracing a nationally representative sample of South Korean students from grade 7 to grade 9. To address potential selection bias, the present study employs a series of more rigorous analytical strategies including Hackman model and propensity score matching model. Regardless of the models used, results consistently show that afterschool program participation make little difference in shadow education participation and spending among South Korean middle school students. Findings cast doubts on the effectiveness of afterschool programs as a strategy to reduce shadow education demand.

국문 초록 (Abstract)

본 연구에서는 한국교육개발원의 한국교육종단조사 1~3차년도 데이터를 사용하여 방과후학교 참여가 중학생의 사교육 수요에 미치는 영향을 분석하였다. 방과후학교 프로그램의 효과를 엄밀하게 규명하기 위해 로짓모형 및 토빗모형과 함께 사교육 참여 과정에서 발생하는 선택편의를 보정하기 위한 헤크만모형(Heckman model), 방과후학교 참여 학생과 비참여 학생 간 배경변인 차이에 의해 발생하는 선택편의를 제거하기 위한 경향점수 매칭 모형(propensity score matching model)등 다양한 분석방법을 활용하였다. 연구결과는 중학교 2학년에서 3학년으로 진급하는 과정에서 방과후학교 참여가 사교육 참여 및 지출 규모에 별다른 영향을 미치지 않음을 일관되게 보여주었다. 이러한 연구결과는 사교육비 경감 대책으로서 방과후학교가 소기의 목적을 달성하지 못하고 있음을 시사한다.
