특성화 전문계고 장기발전모형 개발 연구 = Long-term Development Model of Specialized Vocational High Schools

The purpose of this study was to develop long-term development model and performance management system of specialized vocational high schools. To achieve the purpose, performed diagnostic assessment of 71 schools, survey for needs assessment.
first, the results of diagnostic assessment were; requirements of curriculum which reflect latest industrial trend, reinforcement of specialized education program, strength of whole teacher's specialized awareness, employment rate, and introduction of evaluation index that reflect school characteristics. Second, the major needs were; the effort to improve the operating system which is considering the operation model, cooperation for an implementation of customized field based curriculum, the expansion of adjunct teacher, participation of entire teacher and reinforcement of specialization capacity, presentation of a carrier path for the student and reinforcement the carrier guidance, preparation of a performance management which is considering both operation model and stage of growth. third, operational diagnosis and demand analysis, it was developed that basic long-term development model and long-term development model by industries. also specialized operational model(small, single, multiple and comprehensive type) and stages of growth（leading specialization, operational improvement of specialization, reforming the specialization system) was developed. fourth, 17 strategies(including operation system, curriculum, teachers, students, and performance management) were developed. fifth, suggestions for development, administration perform the supporting and assessment concerning the operation model and stages of growth. unit school make a plan for specific development following by long-term development model.

국문 초록 (Abstract)

이 연구의 목적은 중소기업 특성화 전문계고의 장기발전모형을 개발하고 추진과제를 마련하는데 있었다. 이를 위해 중소기업청 특성화고 사업에 참여하는 71개교를 대상으로 진단평가를 실시하였으며, 요구분석을 위한 설문조사가 실시되었다. 이를 통해 장기발전모형을 개발하고 추진과제를 도출하였으며, 전문가들로부터 타당성을 검토 받았다.
첫째, 특성화 전문계고 운영 진단 결과, 최신 산업 트랜드를 반영한 인력양성 노력, 정규교과 외 특성화 교육 강화, 전체 교원의 특성화 인식 강화, 취업률 강화, 학교 특성을 반영한 평가지표 도입에 대한 필요성이 제기되었다. 둘째, 요구분석 결과, 특성화고 운영 모델을 고려한 운영체제 개선 노력, 현장기반 맞춤형 교육과정 운영을 위한 산업체 연계, 산학겸임교원의 활용 확대, 전체 교원의 참여 및 특성화 역량 강화, 학생 성장경로 제시 및 진로지도 강화, 특성화고 운영 모델과 성장단계를 고려한 성과관리 마련 등이 요구되었다. 셋째, 운영 진단 및 요구분석을 통해 특성화 전문계고 장기발전 기본모형 및 산업분야별 장기발전모형을 개발하였으며, 특성화 운영모델(소규모형, 단일형, 복합형, 종합형)과 성장단계(특성화 선도, 특성화 운영개선, 특성화 체제개편)를 개발하였다. 넷째, 특성화 전문계고 추진과제로 운영체제, 교육과정, 교원, 학생, 성과관리 영역에서 총 17개 과제가 도출되었다. 다섯째, 향후 추진을 위한 제언으로 각 주체간의 협력, 단위학교차원의 장기발전 모형 및 추진과제 개발, 장기발전모형을 활용한 성과시스템, 교육과정 모델, 학과체제 개편방안 개발이 필요하다.
