협력적 거버넌스와 공공성

국문 초록 (Abstract)

일반적으로 공공성은 정부와 관련된 것을 의미하는 개념으로 이해되어 왔다. 그러나 정부가 사회문제를 해결하는 역할을 더 이상 독점적으로 수행하지 못하는 현상을 의미하는 거버넌스(governance)라는 새로운 개념의 등장으로 공공성에 대한 새로운 시각이 필요하게 되었다. 최근 행정학을 비롯한 사회과학 분야 전반에서 정부를 포함한 공공부문과 민간부문의 다양한 사회구성원들 간의 자발적인 협력을 통한 네트워크의 구축에 의한 사회문제 해결을 의미하는 ‘협력적 거버넌스’에 대한 관심이 크게 증가하고 있다. ‘공공기관의 주도에 의한 자율적인 행위자와 조직들 사이의 구조화된 상호작용을 활용하여 기존의 조직적 경계와 정책을 초월하여 새로운 공공가치를 창조하는 사회문제 해결방식’으로 정의되는 협력적 거버넌스에서의 공공성은 더 이상 공공부문이나 정부와 관련된 것에만 국한되는 조직중심의 개념이 아니라 ‘공공가치를 추구하고 사회문제를 해결하기 위해서 다양한 주체에 의해서 공동으로 이루어지는 노력과 관련된 것’을 의미하는 개념으로 정의될 수 있다. 정부조직에 얽매이지 않는 새로운 공공성과 책임성의 정의를 확립하고, 다양한 협력적 거버넌스를 활용하여 사회문제를 해결하고 협력적 거버넌스의 공적 책임성을 확보할 수 있는 새로운 방안을 전향적으로 탐색하는 것이 행정학의 당면과제이다.
