수사경과제의 통합적 성과평가에 관한 연구 = A Study on The Integrative Performance Evaluation for Investigation Police Specialty System

Fundamental role of police is crime-prevention and criminal-arrest. Investigation is the most important role and activity among the many functions of police. So, investigation ability is an essential element for police. Korean national police began to operate "Investigation Police Specialty System" in 2005, to remove causes of weakening investigation ability and to reinforce investigation capacity. Preceding researches about "Investigation Police Specialty System" have been concentrated on its contents diagnosis, or have remained just quantifying level based on investigation policemen's knowledge. Relatively, the integrative of performance evaluation research based on objective evaluation and subjective evaluation was insufficient. In order to supplement this weakness, this research will evaluate the performance of "Investigation Police Specialty System", by comparing criminal arrest-ratio with the outcome of people's-satisfaction-survey(about police service) before and after of the operation of "Investigation Police Specialty System". In addition, this study also employs a survey questionnaire to evaluate the outcome of the policemen who work in "Investigation Police Specialty System" of the first graded police station(Gyeongju, Pohang bukbu, Pohang nambu, Gumi and Gyeongsan) in Gyeongbuk provincial police agency.
The significance of this study is that it represents an important research source for the development of further research on the effectiveness of investigation police specialty system in Korea.

국문 초록 (Abstract)

수사경찰의 전문성을 제고하고 경찰수사 역량을 강화하려는 견지에서, 수사경과제를 시행 한 지 5년이 지난 현 시점에서 엄정하고도 객관적인 평가를 해 보면, 수사역량은 그다지 향상되지 않은 것으로 나타났다. 그간 수사경과제의 운영실태 및 그 성과를 평가하려는 시도들은 지속적으로 이루어지고 있음에도 불구하고, 아직까지 연구성과는 미미한 수준에 그치고 있다는 것이 일반적 견해이다. 즉 수사경과제에 관한 기존 논의들은 이론적인 수준에서 수사경과제의 내용 진단에 치중하거나, 아니면 수사경찰관의 인식에 기초하여 평가하려는 수준에 머무르고 있다는 점이다. 달리 말하면 질적 및 양적 평가에 기반을 둔 통합적 관점의 성과평가 연구는 상대적으로 미흡하다고 볼 수 있는 것이다. 이에 본 연구에서는 우리나라 수사경과제 도입배경 및 핵심적 내용에 대한 근원적 고찰, 통합적 성과평가의 중요성 인식 하에서 운영성과 관련 주관적 그리고 객관적 평가분석, 그리고 문제점 해결을 위한 시사점 등을 모색하고자 한다.
