Cartel leniency program becomes one of the most effective tool against cartels. In this article we survey several empirical studies, which analyze the effects of leniency program on cartel formation and detection. Also, by discussing several related topics on how to implement leniency programs, we find implications on Korean leniency program.

세계 각국 경쟁당국의 핵심적 카르텔 적발수단이 되고 있는 자진신고자 감면제도는 카르텔 적발 효과와 억지 효과가 모두 큰 것으로 알려져 있다. 이 글은 이러한 효과에 관한 실증분석과 더불어, 세부쟁점별 이론분석을 검토한 후, 이를 바탕으로 우리나라의 현행 제도에 대한 시사점을 도출하고자 한다.
