정부신뢰, 정책효능성, 정책지지간의 연관성 실증연구: 주거지역내 CCTV 설치 정책을 중심으로 = Government Trust, Policy Efficacy, and Policy Support: Residential Area CCTV Policy in Korea

Most previous studies agree that government trust plays a crucial role for successful policy implementation. However there are few empirical studies that show how government trust leads to policy support and acceptance by citizens. This paper investigates possible causal relationships between government trust, perceived policy efficacy, and policy support by citizens in the case of residential CCTV policy in Korea. Questionnaires were administered to analyze citizens' behavior towards the CCTV policy and structural equation models were adopted for analysis.
The following is a summary of the results. First, government trust does not have direct effects on policy support. However, trust indirectly affects policy support. Second, government trust has positive effects on public opinion and negative effects on perceived policy concern. Consequently, government trust has indirect positive effects on policy support through the mediating variables of public opinion and policy concern. Third, perceived policy benefit and perceived policy concern have significant effects on policy support with path coefficients ß= 0.410 and ß= -0.080, respectively. Fourth, public opinion has the most significant direct and indirect effects on policy support. Theoretical and policy implications are discussed on the role of government trust for successful policy implementation based on this analysis.

국문 초록 (Abstract)

정부신뢰에 대한 기존 연구를 보면 정부신뢰가 성공적인 정책집행을 위한 전제 조건이라는 데에는 대체로 동의하나 정책지지 및 수용에 어떤 경로로 어떻게 영향을 미치는 지에 관한 실증적인 연구는 많지 않다. 본 연구는 주거지역내 CCTV 설치정책 사례를 통하여 정부신뢰 및 정책 자체의 효능성이 정책지지에 영향을 미치는 경로를 실증적으로 분석하였다. 설문조사를 통해서 주거지역내 CCTV 설치 정책에 대한 국민의 행태적 특성을 조사하고, 구조방정식 모형을 사용하여 연구모형 분석 및 가설 검증을 진행하였다.
분석결과를 요약하면 다음과 같다. 첫째, 예상과는 달리 정부에 대한 신뢰가 정책지지에 직접적인 영향을 주지는 않았지만, 다양한 우회적인 경로를 통하여 정부정책을 지지하는데 전반적인 영향을 미치는 것으로 나타났다. 둘째, 정부신뢰는 우호적인 여론형성에 긍정적 영향을 미치며, 정책 결과의 불확실성으로 발생하는 부정적 신념인 정책우려를 낮춰주어 우회적으로 정책지지에 긍정적 영향을 미친다. 셋째, 개인이 인지하는 정책 효능성이 정책지지에 영향을 미친다. 인지된 정책혜택과 정책우려 모두가 정책지지에 유의미한 영향을 미치지만, 상대적으로 인지된 정책우려가 정책지지에 미치는 부정적인 영향(β=-0.080, p=0.072)보다는 인지된 정책혜택이 정책지지에 미치는 긍정적인 영향(β=0.410, p=0.000)이 절대적으로 큰 것으로 나타났다. 넷째, 우호적인 여론은 정책지지에 가장 큰 직접 영향을 미치며, 개인이 인지하는 정책혜택과 정책우려를 매개로 하여 우회적으로도 정책지지에 큰 영향을 미치는 것으로 나타났다. 이는 여론이 다른 어떤 요인들보다도 정책지지에 결정적인 영향을 미침으로써 대의 민주주의의 한계를 극복할 수 있는 주요 기제임을 시사한다. 이러한 분석 결과에 기초하여 정책적 시사점을 제시하였다.
