한국, 미국, 프랑스 최고감사기구에 관한 비교론적 고찰 = A Comparative Study on the Supreme Audit Institution in Korea, U.S.A. and France

다국어 초록 (Multilingual Abstract)

Accountability for the use of public funds is of fundamental importance to democratic government. The SAI(Supreme Audit Institution) at the national level has an essential contribution to make to the accountability process through the provision of independent and objective information, assurance and advice to the People(or Parliament) about the activities done by the Government(or the Executive). The key role is essentially the same for all the SAI but the way each one fulfils this purpose will vary according its historical background and its position in the governmental structure. The purpose of this article answers the question of what are the similarities and differences among the SAIs in Korea, U.S.A. and France. This article explores three countries` the SAI through the comparative analysis focusing on three characteristics: (1) the legal basis and status; (2) the mission and role; (3) the type and object of the audit.
