다문화시민 없는 다문화교육 -한국의 다문화교육 아젠다에 대한 고찰- = Multicultural Education without Multicultral Citizen -An Analysis of Policy Agenda for Multicultural Education in Korea-

다국어 초록 (Multilingual Abstract)

Multicultural education has been extended very rapidly in various areas, such as schools, local centers for multicultral family, and various NGOs. This article looks over the process of agenda formation in multicultural education which takes place both in state policy and in NGO activities in Korea. There are threefold research concerns: the relation between state and civil society in the formation of multicultural education agenda, the meaning of culture and cultural rights in multicultural education, and the relationship between minority policy and multicultural education. Based on the content analysis and comparion of multicultural education programs which have been introduced and managed by NGOs and Korean governments, I find several characteristics of multicultural education agenda. Firstly, multicultural education is segmented into many categories mainly for the convenience of education providers to extend their resources and organizations. There have rarely been addressed any inclusive perspectives and long-term visions for multicultral education. Secondly, there is confusion on the meaning of culture in multicultural society, and the idea of cultural nationalism is still strongly dominant in many education programs. Thirdly, multicultural education needs more comprehensive perspectives that include ethnic minority problems into the frame of overall minority issues in Korean society. With regards to the contents of multicultural education, interculturalism and cultural differences are more emphasized than anti-racism and anti-prejudice education. It might be said that there is just multicultural education without multicultural citizen Therefore, a number of multicultural education is requred not only for immigrated people but also for the whole citizens in order to cultivate new citizenship proper to multicultural and democratic society.
