정책아이디어, 틀 짓기, 사회적 담론 형성의 관계에 관한 연구: 교육정책을 중심으로 = Policy Ideas, Framing, and Public Discourse: Special Reference to Education Policy

Successful implementation of policy requires citizen support and understanding. Though various factors influence citizen attitudes and receptivity toward a particular policy, the media plays a crucial role by exerting a substantial influence on the perceptions of citizens toward a policy. The government attempts to create and mold public opinion in a favorable direction by providing its message in a strategic way. The government usually relies on press releases in order to provide its message to the general public. Media also tries to create and manipulate shared public understandings by providing news in a certain way. Framing involves the strategic creation and manipulation of shared understandings and interpretation of the social issues by the government and/or the media. This article attempts to compare and analyze the dual framing activities of the government and the media by focusing on press releases and newspaper articles in the field of education policy in 2004.

국문 초록 (Abstract)

정부가 추진하는 정책이 기대되는 효과를 내기 위해서는 국민들의 정책에 대한 이해와 지지가 필수적이다. 특정 정책에 대한 국민의 이해수준과 지지 정도에는 다양한 요인들이 영향을 미치지만, 언론을 통해 정부의 정책이 국민들에게 어떻게 전달되는가가 정책의 사회적 수용도에 심대한 영향을 미치게 된다. 언론보도가 정책에 대한 국민의 인식과 태도형성에 중대한 영향을 미치기 때문이다. 이 글은 교육정책을 중심으로 정부의 보도자료 내용과 보도자료가 기사화되는 패턴을 분석함으로써, 우리나라에서 정부의 정책아이디어가 어떻게 언론에 의해 틀 지워져서 사회적 담론의 형성에 영향을 미치는지를 분석하고 있다.
이 글은 다음과 같은 순서로 구성되어 있다. 먼저, 제2장에서는 Schmidt의 조정적 담론과 소통적 담론 개념을 이용하여 왜 우리나라에서 틀 짓기와 틀 짓기의 수단인 보도자료의 제공이 중요한지를 살펴보고 있다. 또한 정부의 아젠다가 미디어 아젠다를 통해 공공의 아젠다로 전환되는 과정에서 틀 짓기가 갖는 의미를 논의하고 있다. 이어 제3장에서는 2004년 한 해 동안 교육인적자원부가 제공한 보도자료와 함께 조선일보, 중앙일보, 한겨레 세 일간지의 교육 관련 기사를 대상으로 정부의 틀 짓기와 언론의 틀 짓기를 비교하고 있다. 끝으로 제4장에서는 논의를 요약하고 결론을 맺고 있다.
