공공부문 자원봉사활동의 성과 측정에 관한 연구

Volunteeriism is a newly emerging (In Korea? It has been firmly established in the U.S. since the 18<SUP>th</SUP> century and Alex De Tocqueville's classic writings on the unique nature of volunteerism in the U.S.) non-physical resource of governmental activity. There have been lots of arguments related to the pros and cons of direct and aggressive government intervention on social problems. As an alternative choice between the two extremes of government intrusion and laissez-faireism, citizen volunteering activities have produced noticeable achievements in dealing with complicated social problems. The Serve America Act under the leadership of Obama administration is an ambitious challenge towards the ocean of this resource. This study presents a model of determinants affecting the effectiveness of volunteering activity based on the existing literature and cases. Underlying the model, a set of preliminary pool of evaluation indicators for the measurement of volunteering activities is delineated. The performance prism model is adopted as a framework, utilizing its' multi-faceted lens through which various stakeholders' views can be arrayed and assessed. A new evaluation model is constructed as the result of structured interviews with 39 experts in charge with volunteer activities in two local governments in the Seoul area.
(The Serve America Act is an enhancement to the National and Community Service Act that has been in place since 1992. My dissertation work happens to be have been in the area).
