교육정책평가 연구의 경향 분석: ｢교육행정학연구｣를 중심으로 = A Study on the Research Trends of Educational Policy Evaluation Studies

국문 초록 (Abstract)

본 연구는 한국교육행정학회의 학술지인 ｢교육행정학연구｣에 게재된 논문들을 대상으로 하여 교육정책평가의 연구 경향을 분석하고 향후 연구 과제를 제안하는데 그 목적이 있다. 이를 위하여 본 연구에서는 1983년(창간호)부터 2009년 12월 현재(27권 4호)까지 ｢교육행정학연구｣에 게재된 논문 1,021편 가운데 정책평가 관련되어 있다고 판단되는 87편의 논문들을 선정하여 연구의 목적, 연구 주제영역 및 내용, 연구수준 및 대상, 연구방법의 측면에서 교육정책평가 연구의 동향을 분석하였다. 분석결과, 연구목적의 측면에서는 특정정책의 진단과 개선, 특정정책의 효과나 공과의 검토 등을 목적으로 한 실증적 연구가 주를 이루었다. 연구 주제영역 및 내용의 측면에서 행재정일반 영역과 학교교육을 포괄하는 영역을 주제로 정책의 진단이나 효과 및 공과, 향후과제를 검토한 연구가 주로 수행되어 왔다. 연구 수준 및 대상의 측면에서 국가수준의 정책프로그램을 대상으로 한 연구가 가장 활발히 수행되었다. 연구방법의 측면에서는 문헌연구와 양적연구의 비중이 높았다. 분석 결과를 토대로 제안한 향후 정책평가연구의 과제는 다음과 같다; 첫째, 교육정책평가에 관한 기초이론의 정립이 요구된다. 둘째, 연구 주제영역 및 내용의 측면에서, 정책평가의 결과를 어떻게 활용할 것인지에 대한 연구가 활성화될 필요가 있다. 셋째, 질적인 연구방법을 활용한 연구가 보다 활성화될 필요가 있다. 넷째, 정책평가에 대한 메타평가가 보다 활성화될 필요가 있다.

다국어 초록 (Multilingual Abstract)

This Study is intended to analyze characteristics of research trends of educational policy evaluation studies and to suggest tasks for future studies in Korea. For this purpose, 87 among 1,021 articles published in the Journal of Educational Administration from 1983 to 2009 were systematically reviewed and analyzed as to purpose, the main subjects and contents, methodology of studies and level and object of policies, Findings of this study can be summarized as follows; Firstly, Most studies are intended for empirical research purposes which focused on the diagnosis and improvement, the effects or the merits and demerits of specific educational policy. Secondly, the main subjects are mainly dealt with administrational and financial area of educational policies, and the contents with the diagnosis, effects or merits and demerits and tasks of educational policies Thirdly, the level and object of policies(of studies) are located on the policy programs in the National level. Fourthly, lots of studies are based on literatural studies and quantitative methods. The results suggested tasks of study for educational policy evaluation; It is necessary ① to establish the ground theory for educational policy evaluation, ② to activate studies about utilization of the result of educational policy evaluation, ③ to activate studies whice used quantitative methods and ④ to use the meta-evaluation for educational policy.
