메타프레임으로서 녹색성장(Green Growth) 정책 -딜레마 대응 방안으로서 메타프레임 구성- = Green Growth Policy as a Meta-Frame: Constructing Meta-Frame as a Countermeasure to Dilemma Situation

This article is for understanding the Green-growth Policy in terms of frame. The authors assumed the Green-growth Policy as a meta-frame for overcoming a dilemma caused by frame collision between growth oriented frame and protection oriented frame. Was the Green-growth Policy really overcoming the dilemma and is now progressing smoothly? In the early stage of issuing the Green-growth policy, Lee Myoungbak Administration could break away from the dilemma caused by the Grand Canal Project. That is, the Green-growth Policy as a meta-frame was working well in the early stage. But as detailed programs for the Green-growth Policy were being specified, another frame collision was beginning to deepen. Especially as the 4 Major Rivers Project was being magnified, the past frame collision caused by the Grand Canal Project was reemerged. Summing up, the Green-growth Policy succeeded in the value integration of 'Green-Growth', but it is now faced with another frame collision between 'the 4 Major Rivers Restoration Project' and 'the 4 Major Rivers Killing Project'. It is expected easily that this new frame collision would bring about another dilemma. In this context the authors reviewed the discourse about the Green-growth Policy and seek for some solutions for effective functioning of the Green-growth Policy as a meta-frame.
