국문 초록 (Abstract)

존 패리 바로우와 같은 초기 사이버공동체 사회운동가는 사이버공동체에 국가규범이 개입하는 것에 대하여 강한 반감을 표시하였다. 본 실증연구는 현실적으로 이미 사이버공동체에 국가규범이 깊이 영향을 주고 있으며 상당수의 사이버공동체 구성원들은 이를 불가피하고 나아가 사이버공동체를 위해서 필요한 것으로 인식하여 수용하고 있음을 보여준다. 다만 구체적인 분쟁의 해결에 있어서 네티즌은 아직 공동체 내부에 의한 자치적 분쟁해결을 선호하고 있다. 질서의 최종적 수호자로서 국가의 역할은 인정하면서도 사이버공동체 일상생활에 국가 공권력이 개입하는 것은 바람직하지 않다고 보고 있는 것이다.

다국어 초록 (Multilingual Abstract)

John Perry Barlow claimed in his Declaration of the Independence of Cyberspace that cyberspace does not welcome or invite governments, and governments do not know cyberspace. So, leave it alone. Our web survey on korean cyber-community shows that government regulation is already heavily influencing cyber-community, and the majority of netizens think it inevitable and even necessary for the cyber-community. The survey, however, shows that netizens prefer ethics and unwritten codes in each community, albeit their contents are not so different from laws and regulations, be enforced by themselves rather than by governments.
