      The purpose of the study is to reflect on a strategy of developing educational program based on competency-based model. Every corporation focuses its attentions on seeking self-motivated employees who are able to demonstrate their full abilities on their tasks. The competency based HR management which is in the spotlight can be regard as a trial to achieve the self-motivated employees. Competency is an internal characteristic of the ones with better performance level than the others with average level of performance. And competency based model is recently perceived as one of powerful strategies for developing education and training program in business. To achieve the purpose of the study, the following questions were set up and answered. First, what are the general view, the basic ideas and the foundation of competency-based model. Second, what is the development procedure of competency-based model for developing educational program in business. Third, Is there any possibility of adapting the competency based model to school curriculum development. Through this study, following suggestions could be made. If the competency based model would be used in school curriculum development, there must be clear definition about competency including higher thinking ability. And, there must be enough studies about specific procedures and methodologies in competency based curriculum development.
