      The purpose of this study was to inquire into the measures to building the effective professional learning communities for improving the teacher\ s professional competence. For the accomplishment of above objective, the following contents were reviewed. 1. To define the concept of the professional learning community. 2. To identify the characteristics of the professional learning community. 3. To discuss the program of the professional learning community. 4. To review the teacher\ s and principal\ s role in the professional learning community. To study the above contents, the literature review was employed. Then the measures to build the professional learning community were discussed on the basis of the analyzed results. Two general measures were suggested. One of them was the measure to transform the traditional inservice teacher training program into professional learning community program. To do these, first of all, teacher\ s empowerment should be assured in relation to various decision making. Another one was to transform the professional learning community need to be institutionalized in some degree without losing the autonomy in teacher\ s decision making. Also, In the formal inservice teacher training program, there needs to be teacher empowerment in the decision making to some degree. In conclusion, whether it is the inservice teacher training program or the professional learning program, there should be guaranteed to permit the freedom in decision making while there should be some limitations on acting in the professional learning community.
