대구 밀라노프로젝트 거버넌스 네트워크 분석 = Analysis of Governance Network in Daegu Milano project (Textile Industrial Promotion Project)

국문 초록 (Abstract)

본 연구는 대구 밀라노프로젝트 1단계 사례를 거버넌스 네트워크 분석을 통해 살펴본 것이다. 거버넌스 네트워크 구조의 경우, 전반적으로 집중도가 낮은 것으로 분석되었다. 거버넌스 네트워크 상호작용의 경우, 어떤 지배적인 이해관계는 없는 것으로 보인다. 주된 행위자인 중앙정부, 지방정부, 지역의 섬유업계 등의 이해관계는 서로 이질적인 것으로 보인다. 정책도구로 활용된 관민파트너십은 기대와 다르게 나타났고, 대구경북섬유산업육성추진위원회는 다양성과 이질성을 극복하는 데에 제한적인 역량만이 있음을 보여주었다. 그리고 중앙정부와 지방정부 간에는 제도 포획 경쟁을 벌였던 것으로 분석되었다. 거버넌스 네트워크 궤적의 경우, 목표지향적 네트워크 궤적을 보여주었고, 초기의 정책공동체는 나중에 이슈네트워크화해 간 것으로 분석되었다. 거버넌스 네트워크효과의 경우, 거버넌스 네트워크가 사회자본으로 기능하지 못하고 시너지 효과도 발휘하지 못한 것으로 분석되었다. 구조와 상호작용 그리고 궤적 측면에서의 거버넌스 네트워크 특성들이, 제한적인 거버넌스 네트워크 효과를 야기한 것으로 추론해 볼 수 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the experiences of Daegu Milano Project I (Textile Industrial Promotion Project) by applying a governance network frame. In relation to governance network structure, the centralized degree of the governance network seems to be low in general. In relation to governance network interaction, there seems to be no dominant interest. There seem to be heterogeneous interests among the central government, a local government, and local textile industry. As a policy instrument, the mechanism of public-private partnership did not operate as expected and Daegu-Gyeongbuk Textile Industrial Promotion Committee revealed a limited capacity in handling the dimensions of diversity and heterogeneity. And the research has shown the tendency of competition between the central government and a local government for institutional capture. In relation to governance network trajectory, there was a goal-oriented network trajectory compared with serendipitous network trajectory, and the policy community in the early phase was transformed into the issue network in the later phase. In relation to governance network effect, the governance network didn`t function as a social capital and didn`t create a synergy effect. The characteristics of governance network in terms of structure, interaction and trajectory are inferred to cause a limited governance network effect.
