How Does Collaborative Governance Work for Waste Facility Siting

국문 초록 (Abstract)

협력적 거버넌스에 대한 논의들이 행정실무부문과 학문분야 양 부문에서 유행처럼 전개되고 있다. 본 논문은 군포시의 쓰레기 소각장 처리시설 건설을 둘러싼 이해집단들끼리의 갈등해결을 위해 협력적 거버넌스가 과연 효과적으로 작동하였는지의 여부를 살펴보는 것이다. 군포시의 사례분석을 통해 쓰래기 소각장 건설을 위한 입지 선정과정에서 군포시의 명령과 통제위주의 행정이 더 이상 효과적으로 작동되지 못함을 살펴보았다. 대신에 다양한 이해당사자들과 시민들의 심의에 기초한 대화를 통한 신뢰기반하에서 이해당사자들의 협력과 합의하에 마침내 쓰레기 소각장 건설이 이루어졌다는 것은 협력적 거버넌스의 구축과 이행이야말로 갈등관리 및 해결에 중요한 해결 기제가 됨을 밝히고 있다.

The collaboration through multi-sectoral participation is significant to solving various public problems. The purpose of this article is to examine he pcollaborative governance works in environmental dispute. Thus, this studypconducted a case studypof building incinerator in the Gunpo city. The results demonstrated that the role of and function of NGOs and cgovzen participation wgoh deliberation is essential to achievepcollaborative governance. This case made a contribution to awakening the significance of collaboration wgoh cgovzenship and deliberation in the process of collective action.
