공무원노동조합의 활동에 관한 연구: 대구･경북지역을 중심으로 = A Study of the Activities of Government Employees' Unions: The Case of Daegu and North Gyeongsang

This paper has starts with the establishment of participatory and democratic public sector labor relations. Case study and survey research about the activities of government employees' unions are used to pursue and develop future alternatives. For a long time, a local government union was actually the initiating group for government employee labor relations. Therefore, the survey focused on Daegu- North Gyeongsang union cases as local government labor relations. In the case studies, the government employee unions of Daegu‧North Gyeongsang works with and join the Federation of Government Employees, the Korean Government Employees Union, and the Officials Labor Union. The metropolitan governments are organized by the Federation of Government Employees, the local governments are organized by the Korean Government Employees Union and the Officials Labor Union. Therefore, in the future, a single negotiation channel is needed under a multiple union system. There are three results of the survey research. Institutional and legal reform are needed first. Secondly, the operation of unions should pursue the public interest. Thirdly, improving the reliability of government employee unions is emphasized.

국문 초록 (Abstract)

본 연구는 참여적이고 민주적인 공무원 노사관계의 정립이라는 목표아래 공무원노사관계의 주체인 공무원노동단체의 실태파악과 문제점진단을 통해 공무원노사관계의 향후 발전과제를 전망하는 사례 및 조사연구이다. 그간 공무원노조 운동을 주도해 온 것은 사실상 지방자치체노조 운동 진영이다. 따라서 본 연구는 지자체노조 운동의 주도로 형성되어지는 지자체 공무원노사관계 사례를 대구･경북지역을 중심으로 살펴본다. 우선, 사례연구에서는 대구경북의 공무원노조는 공노총, 전공노, 직장협의회로 가입되어 활동을 하고 있으며, 공노총은 상위 광역자치단체중심으로 이루어지고 있으며, 지자체의 경우 전공노 및 직장협의회로 구성된 경우가 많았다. 앞으로 단체교섭과 관련된 부분에서 교섭창구의 단일화가 필요한 것으로 보인다. 조사연구에서는 노조운영의 법과 제도 개선이 필요하며, 공무원 노조에 대한 전반적인 필요성을 고려하여 노조의 공익을 고려한 운영으로 인해 노조의 신뢰를 제고하는 것도 필요하다는 점을 강조하였다.
