미국산 쇠고기 파동과 대중의 위험인식의 합리성 = 대중의 과학이해(PUS) 관점

국문 초록 (Abstract)

이 논문은 대중의 과학이해라는 시각에서 2008년 미국산 쇠고기 수입을 둘러싼 논란에서 왜 대중이 미국산 쇠고기의 안전성을 강조하는 정부의 거듭된 설명을 신뢰하지 못하고 저항하게 되었는지를 살펴본다. 먼저 신종 질병인 광우병에 대한 과학적 지식은 불확실성이 크고 지금도 전문가들의 상이한 주장이 충돌하고 있다. 게다가 한미 쇠고기수입 협상은 양국의 자유무역협정과 연계되어 이루어졌기 때문에 정부의 미국산 쇠고기의 안전성에 대한 거듭된 주장은 정치적ㆍ경제적 이해관계를 반영하는 것으로 인식되기 쉬운 정황을 제공했다. 또한 한미 쇠고기수입 협정과 영미에서 이루어진 과학적 위험평가는 한국인의 식습관이라는 특수한 사회적 맥락을 충분히 고려하지 못했다. 마지막으로 정부의 전문가주의는 대중의 과학지식 학습능력을 무시하고 대중의 우려를 선동과 무지에서 비롯된 비합리적인 반응으로 격하했다. 따라서 이번 미국산 쇠고기 수입을 둘러싼 논쟁에서 나타났던 대중의 우려와 정부가 제시하는 과학지식에 대한 불신은 거짓 과학이나 대중의 과학지식 부족 때문이 아니라 과학지식의 한계와 위험통제를 담당하는 사회제도의 문제에서 기인한 것으로 해석되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

In 2008, Korea has witnessed a social turmoil over regulating the conditions for importing American beef. This study aims to explain why Korean public did not trust Korean government’s claim that the beef imported from the U.S. was safe from BSE. Since BSE and vCJD were new diseases, scientific knowledge of them has suffered from uncertainty and, thus, even experts have conflicted with each other. In addition, as the agreement for importing American beef has been linked to Korean-American Free Trade Agreement, the public perceived that Korean government had political and economic interests that might compromise food safety. The scientific risk evaluation of American beef has also failed to consider Korean’s unique habit of cooking and eating bones and internal organs of cows. Finally, Korean government tended to ignore public’s ability to grasp scientific knowledge and shrug off public concerns as irrational. Public concerns over vCJD and distrust of scientific knowledge presented by Korean government should be, therefore, understood as the results of the uncertainty of scientific knowledge and the failure of institutions being responsible for risk control rather than the results of public ignorance of science and public irrationality.
