미국 고등교육의 포뮬러 펀딩 사례 분석

The purpose of the study is to analyze formula funding system in the U.S. higher education and to provide the policy implications on the current formula funding system in Korea. Since formula funding has introduced in the U.S., many states have chose, dropped, and readopted the formula funding along with their economical and
political circumstances. Currently 38 states use formula funding, and the state of Texas is the state which has well-developed funding formula system and utilized one of the most complex funding methodologies. Texas has conducted cost study to calculate weights more accurately which representing the ratio of total educational
costs of total semester hours by level and discipline.
Based on the analysis of formula funding models and the case study of the Texas, the policy implications on the current funding system in Korea are as follows: First, since current formula funding system in Koreas takes more policy oriented aspects, change to the traditional aspect of formula funding model is recommended so that the system supports all public colleges and universities. Second, more studies are needed to develop the formula, especially focusing on the differentiation by level of students and academic disciplines.
