The aim of this paper is to show the necessity of ethical value in the process of neoliberal globalization and restruction of welfare state. To study the reason, this paper examines discourses on the globalization and indicates that the globalization brought by neo-liberalism emphasis values of liberty, efficiency, growth and this values also intensify capital power and labor flexibility in the labor market. Several debates imply that the changes and effects of globalization by neo-liberalism caused an increase in socio-economic inequality not only between capital and labor but also within workers and working poors have been spread widely. That is to say, neoliberalists urge us to accept the ideology and policy ideas that the maximization of self-interest is the most justifiable motive of our behaviors. To overcome this tendency each country and welfare policies have to play a new role. In other words, welfare policies have to focus on human welfare and worker`s human rights in the process of neoliberal globalization.
