The Purpose of this study is to develop cultural index of local public enterprise's managers. Specifically, this study categorizes organizational cultural index into three different indicators which are based on core culture, symbolic culture, and practical culture. It is necessary to develop cultural index of local public enterprise's managers because cultural aspects of public organization should be taken into consideration when we conduct restructuring or reorganization of public agencies. We divided cultural factors of local public enterprise into two parts : First, internal factors including administrators and organizational structure; and Second, external factors including administrative environment. Furthermore, we assume that the value system of administrators is determined by personal norm, behavioral patterns, emotion and attitude, etc.
