There have been various studies on the inception, diffusion and reception of administrative innovation in the public sector. Previous studies have some limitations in that they have unduly focused on the direction or contents of innovation per se, without paying relevant attention to the capacity of government which leads to innovation. In this regard, this study deals with innovative capacities of local governments. In doing so, firstly, it conceptualizes the concepts such as capacity, core competence, innovative capacity etc, and secondly, based on an evaluation on the previous literature, it proposes several research tasks which are essential for improving future research and developing effective strategies to strengthen local governments' innovative capacities.
