    The intent of this paper is to outline the identity and system operation of Community Center in the Korean local governments, The main purpose of this study is to investigate the possible alternatives of current local government structure. Global roaming to pursue "Buergerliche Selbstverwaltung" and "Buergernahe V erwaltung"(Citizenship Administration) is another pushing factor toward changes in 21st century in Korea. In this context, this study investigates the problem of introduction process and system function of Community Center. And evaluates present condition of Community Center and their operation committee, some necessary reform ways for Community Center will be suggested.
