With the autonomy of the locals expanded, a variety of frictions and squabbling has been occurred since the implementation of the self government system. Once a problem is concerned with environmental matters among others, it is so vague and blurred in its nature and boundary that cooperation between local governments concerned should be more effective solution for that. It also allows us to reduce the cost and opportunity loss in related with inconsequential argument and save specific amount of cost.
Recently, the relationships between central and local government and among local governments have been considered as mutually equal in its performance in Intergovernmental Relations(IGR) theory. The self-government system itself should be evaluated as desirable in that it leads to what is called glass democracy providing every form of services on the basis of the opinions of the community citizens. On the other hand, it can also has negative aspects such as dispute and dissent among local governments. loss and non-profit from non-cooperations. It is evident that the importance of being cooperative among the local governments become more necessary than ever before as our society is being progressed into the decentralized system.
In this milieu, we try to suggest a solution to create the environmental cooperation among the local governments for the sustainable development. In other. words, this paper is designed to find the appropriate answers to these questions about "In what conditions the environmental cooperations can be occurred?", "How was the rule for the cooperations in environmental problems systematized?", "Is there any problems in these rules?" and "Is there any possibility that negotiations as a method to resolve the environmental disputes or conflicts among local governments can be applied, if so, what can it be?" In order to attain this goal, the theoretical framework is formulated from IGR and exchange theory, negotiation theory, and the objective statistical figures and interviews was used for the analysis.
