In spite of the fact that there have been many discussions and arguments on the importance and necessity of cooperation among local governments, some questions have been raised; what undermined the cooperative relationship among them, and why? That is, what are the main factors that support their mutual cooperation? Starting from the above recognition, the purpose of this study is to clarify the causes and factors that facilitate the cooperation among local governments. So, we categorized the decisive four Conditions - ⓐeconomic benefits and costs of cooperation, ⓑreconciliation of group culture or interest, ⓒbehavior of chief executives and Bureaucrats, ⓓinstitutional control and discussion organs - into the aspects based on theories that explain the cooperation among local governments. Through this analysis we would like to find out the decisive four conditions that affect the cooperation among local governments. In other words, the findings of this study is that the most encouraging factor is the economic benefits and costs in the cooperation and need to the establishment of institutional cooperative systems.
